[Remote] SOM IT Agile Project Manager
Note: The job is a remote job and is open to candidates in USA. Frederick National Laboratory for Cancer Research is operated by Leidos Biomedical Research, Inc., focusing on addressing critical problems in biomedical sciences. The SOM IT Agile Project Manager will oversee project management for the Standard Organoid Model Initiative, ensuring successful implementation of IT infrastructure and lab-supporting software while integrating teams into the Agile environment.
Responsibilities
- Provide overall project management for EIT’s SOM related activities
- Monitor and report on EIT services to support the SOM initiative (end user systems, scientific equipment installation, connectivity, enterprise storage)
- Coordinate and provide reporting for the new FRCE SOM enclave implementation
- Support the FRCE team with related task definition, tracking, dependencies using Kanban
- Acquisition, deployment and vendor management
- Coordinate with partner PM to complete the selection, business case and acquisition of a modern, ELN/LIMS tool for the SOM Initiative
- Coordinate with SOM stakeholders to manage the deployment of the SOM LIMS. Stakeholders include: Bench Scientists, Scientific Automation Engineers, AI/ML Engineers, Subject Matter Experts
- Ensure task identification, dependency, prioritization, completion
- Project Management & SCRUM Master for Infrastructure teams - – Compute, HPC, Data Center, Networking, Enterprise Storage
- In support of the Technical Directors & Technical Managers, create and manage Kanban boards in ADO for the Infrastructure teams
- Assist Infrastructure staff with processes to define Epics, Features, User Stories and tasks, ensuring common pattern for the infrastructure teams
- Lead or coach/mentor other SCRUM Masters to lead infrastructure Kanban meetings
- Identify dependencies within and outside of the infrastructure teams
- Resolve blockers and continuously improve flow
- Create reporting metric dashboards
- Work with EIT RTE to integrate where infrastructure teams are enabling EIT enterprise solutions
- Ensure Infrastructure teams are integrated into the NCIF IT Governance processes
Skills
- Possession of bachelor's degree in Engineering, Computer Science or related field from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
- In addition to the education requirement, a minimum of five (5) years experience supporting IT infrastructure for enterprise solutions – Compute, Network, Storage
- Certifications and experience related to PMP and the Agile Methodology (SAFe)
- Experience as a Technical Project Manager and/or SAFe roles such as SCRUM Master, Product Owner, RTE for IT Service Organization
- Knowledge and experience with IT Governance processes
- Ability to effectively facilitate meetings, demonstrate brainstorming / consensus building skills, and interact with team members to extract information
- Ability to work through ambiguity and provide directional guidance for the team and leadership
- Excellent documentation skills
- Ability to demonstrate examples of experience working on complex projects that were delivered on time, on budget, and can cite examples of scope management (minimizing and effectively managing scope creep)
- Ability to quickly learn new technologies and adapt to rapid changes
- Experience using Azure DevOps, Jira, Confluence, Git or similar agile management tools
- Ability to demonstrate examples of SAFe's Lean Agile principles, encouraging incremental delivery, decentralized decision making, and continuous learning and improvement
- Ability to obtain and maintain a security clearance
- Experience managing subcontractor lifecycle, from analysis of alternatives and award to performance monitoring and payment
- Experience with federal government contracting
- Experience managing IT solution delivery, deploying COTS and/or developing software, with an understanding of both SDLC and Agile/SAFe
- Experience working with Agile methodologies such as Scrum, Kanban
- Excellent analytical skills and aptitude to understand key technical concepts
- Strong Leadership skills; planning and organizational skills
- Good interpersonal skills, including teamwork, facilitation and negotiation
- Must be able to motivate the team members in challenging environment
- Working knowledge ITSM principals
- Experience with Scientific R&D and/or Laboratory customer base
